Since the Rail Safety Improvement Act was signed into law in October of 2008, industry stakeholders, as part of the Federal Railroad Administration's Rail Safety Advisory Committee (RSAC) PTC Working Group, have been working through the issues to determine specific rules for the implementation of Positive Train Control systems.
 
Within a few weeks, considering the input from the RSAC PTC Working Group, the Federal Railroad Administration (FRA) expects to publish the draft rule in a "Notice of Proposed Rulemaking" (NPRM) in the Federal Register.
